Step-Up Centres

SANA Step-Up Centres are walk-in facilities that support the rehabilitation and reintegration of persons-in-recovery from drug addiction by strengthening their social support networks. The centres are open to recovering individuals, their families and anyone seeking help on drug addiction.

There are 3 Step-Up Centres in operation islandwide:

Case Management Service

Case Management Service (CMS), available at all three Step-Up Centres, offers support to persons-in-recovery and ex-offenders. The types of services provided include interim financial assistance, which consists of a NETS FlashPay Card, family assistance vouchers, and access to the Yellow Ribbon Enabling Fund. In addition, casework and counselling services for drug recovery are also provided at these centres.

To qualify for financial assistance from SANA, clients must present a Prison Letter or Release Letter for verification.

Psychotherapy

This service aims to address co-occurring mental health symptoms and/or behavioural/relationship issues that perpetuate or increase the risk of relapse to drug abuse. This would then lead to improvement in the client’s functioning and sustained recovery from drug abuse.

A medical memo or documentary proof of past mental health conditions is preferred. If these are not available, eligibility will be assessed on a case-by-case basis.

Tele-visit

Available for registered next of kin (NOK) under the Singapore Prison Service (SPS) Televisit Service, this facility follows Step-Up Centres’ operating hours (excluding Tuesdays) and is offered only at Step-Up @ Sengkang and Step-Up @ Northwest.

The Televisit service enables NOK and inmates to connect via video calls. Please note that SANA does not handle NOK registrations or facilitate the passing of items such as books or snacks to inmates. All necessary procedures must be completed at any Prison Link Centre before attending a televisit session at SANA.

Tattoo Removal Programme (TRP)

Subsidised tattoo removal service is available at all three Step-Up Centres for ex-offenders and persons-in-recovery. This programme is designed for individuals who wish to remove their tattoos to improve their employability and/or distance themselves from past antisocial affiliations.

A Prison letter or documentation of past charges is preferred. However, if unavailable, eligibility for the TRP will be assessed on a case-by-case basis.

Prison Outreach

Prison Outreach is designed for potential clients at the Drug Rehabilitation Centre (DRC), particularly at Selarang S1 for male inmates and Cluster A4 for female inmates.

This platform allows SANA to conduct outreach briefings, providing inmates with information on available services and support in the community to assist in their reintegration upon emplacement.

Aftercare

Persons-in-recovery and their families experience many challenges in their journey of rehabilitation and reintegration, and often require support, including in rebuilding their lost social capital. Such support is especially crucial for those who are newly released from their rehabilitative programmes with the Central Narcotics Bureau (CNB) or Singapore Prison Service (SPS). To meet these needs, SANA’s Aftercare department offers two key services:

Case Management Services (CMS)

Persons-in-recovery from drug addiction are assessed and referred by the Singapore Prison Services (SPS) or Central Narcotics Bureau (CNB) to the programme. Clients undergo a minimum of one counselling session a month, with at least one home visit session conducted with the client’s NOK every two months. SANA Aftercare case managers work closely with clients and their NOK towards achieving the client’s goals through:

  • Needs assessment
  • Individualised service planning
  • Goal setting
  • Implementation of action plans

Enhanced Direct Supervision Order (EDSO)

First-time drug users who are assessesd to be of low-risk for reoffending are referred to the programme by the Central Narcotics Bureau (CNB). Clients undergo a minimum of one counselling session a month and a minimum of one home visit session conducted with the client’s NOK. SANA Aftercare case managers work closely with clients and NOK to facilitate the building of positive habits via psychology-based methods, including goal-setting and family engagement to manage clients’ risks of drug exposure in order to support their recovery.
